Webinar Series Explores AI, Resilience and Other Topics

The MHA and other state hospital associations are hosting a webinar series in partnership with the Huron Consulting Group Aug. 10 through Nov. 9 from 1 – 2 p.m. EST. The content will help registrants differentiate the organization’s brand, think innovatively about technology, align workforce around a common set of goals and values, optimize the customer experience and develop future-ready leaders that can drive meaningful cultural and organizational change.

The Aug. 10 webinar, How AI @ Work Will Advance Human Intelligence, will outline ways to rethink data systems and readiness, clinician training and engagement, and ethical frameworks. Gurpreet Dhaliwal, MD, a clinician educator at the University of California San Francisco, will address each of these and what comes next when AI makes healthcare better, stronger and faster.

The Sept. 14 webinar, Wonder Drug: The Science of Serving Others, Anthony Mazzarelli, MD, JD, a healthcare executive, lawyer, bioethicist and associate professor, will discuss why having more compassion for patients is a powerful way to not only achieve better patient outcomes, but also promote your own well-being, resilience and resistance to burnout.

CME and continuing education credit for nurses and pharmacists is available for each webinar attended. By attending the MHA Virtual Leadership Series, participants may earn up to four ACHE Qualified Education Hours toward initial certification or recertification of the Fellow of the American College of Healthcare Executives (FACHE) designation.

What’s clear from these reports is the enormity of the health economy today and tomorrow, the lack of adequate attention and Congressional Action to address its sustainability and the range of unintended, negative consequences on households and every other industry if left unattended. It’s illustrative of the disconnect between the Fed and CMS: one assumes it controls the money supply while delegating to the other spending and policies independent of broader societal issues and concerns. …“

AMN Healthcare Webinar on Implementing Language Services June 14

The number of Limited English Proficient (LEP) individuals living in the U.S. continues to rise more rapidly than the general population, driving demand for language services in hospitals, physician practices and other patient care locations.

In July, provisions of section 1557 of the Affordable Care Act will take effect, requiring healthcare providers to extend measures to protect LEP and deaf patients from discrimination and continue to ensure they receive the same level of care as English-speaking and hearing patients.

AMN Healthcare Language Services, an MHA Endorsed Business Partner (EBP), will host the webinar Organizational Responsibilities in Language Access Regulation: ACA Section 1557 at noon June 14 to outline these implications and provide guidance for maintaining compliance.

Patient outcome data shows that LEP patients suffer more misdiagnoses, longer hospital stays and greater readmission rates than other patients and this is attributed largely to poor communication. Additionally, 20% of LEP patients admit to not seeking healthcare services for fear of not being able to understand their physician.

There are clear implications for all healthcare providers in Michigan. Understanding these regulations is important. Members are encouraged to register for this webinar.

Webinar Series Continues on Medicare FFS Quality-based Programs

The MHA and DataGen hosted the first of two webinars focused on the Medicare fee-for-service (FFS) quality-based programs June 7 to review the Medicare value-based purchasing (VBP) program. A recording and materials from the webinar are now available.

The Medicare fee-for-service (FFS) VBP program is funded by a 2% contribution from inpatient operating payments of all eligible prospective payment system (PPS) hospitals with these funds, totaling approximately $1.9 billion, redistributed among hospitals nationally. Each hospital’s total performance score is determined based on four program domains comprised of various measures. Although the Centers for Medicare and Medicaid Services (CMS) held all hospital scores neutral in fiscal year (FY) 2022 and 2023 and neither penalized nor rewarded hospitals due to the COVID-19 pandemic, the CMS will resume scoring for the FY 2024 program. The VBP program provides hospitals the opportunity to earn more or less than their 2% contribution and is budget neutral nationally.

The second webinar will be held at 1:30 p.m. June 14 and focus on the Medicare Readmissions Reduction program (RRP) and Hospital Acquired Conditions (HAC) reduction program. For these programs, hospitals can remain whole or be subject to payment penalties up to 3% for the RRP and 1% for the HAC program.

CMS Releases Medicare Wage Index Information

The Centers for Medicare & Medicaid Services (CMS) recently released the timetable and preliminary hospital data that will be used to develop the Medicare wage index for fiscal year (FY) 2025, which begins Oct. 1, 2024. The wage index is used to adjust Medicare fee-for-service payments for geographic variations in labor costs and adjusts up to 68% of the inpatient payment rate and 60% of the outpatient payment rate. The hospital wage index is also used to adjust post-acute care payments. Hospitals have until Sept. 1, 2023, to review their data and submit requests for changes to the Medicare Administrative Contractor (MAC), along with supporting documentation.

The MHA is hosting an educational webinar at 10 a.m. June 29 to assist hospitals with data reporting. The webinar is free of charge, but registration is required. The MHA will provide hospitals with comparative data from the latest CMS public use file within the next few weeks. Contract labor will have a significant impact on the FY 2025 wage index due to the workforce shortage and heavy reliance on agency staffing during the pandemic. Hospitals are encouraged to begin reviewing agency staffing invoices for cost reporting periods beginning in federal FY 2021 to ensure the information required for the MAC review process is available.

All prospective payment system hospitals are also required to submit a completed occupational mix survey to the MAC by June 30, with survey results used to adjust the wage index for FYs 2025, 2026 and 2027. The CMS is scheduled to release the preliminary survey results July 12, 2023. Resources on completing the occupational mix survey are available upon request.

Upcoming Webinars on Medicare FFS Quality-based Programs

The MHA is partnering with DataGen to host two free webinars focused on Medicare fee-for-service (FFS) quality-based programs, which can reduce hospital inpatient FFS payments by up to 6%, depending upon hospital performance. The webinars are scheduled for June 7 and June 14 at 1:30 p.m. ET.

The first webinar will review the Medicare value-based purchasing program. Due to the pandemic, the Centers for Medicare and Medicaid Services (CMS) neither penalized nor rewarded hospitals for fiscal years (FYs) 2022 and 2023, but will do so for FY 2024. The CMS withholds 2% from Medicare FFS inpatient claims, totaling approximately $1.7 billion nationally, with these funds redistributed based on performance. The latest estimates indicate 27 Michigan hospitals will be subject to a $2.8 million payment penalty for FY 2024, with 54 hospitals gaining $6.7 million. Members are encouraged to register for the value-based purchasing webinar.

The second webinar will review the Medicare readmissions reduction (RRP) and hospital acquired conditions (HAC) reduction programs. The CMS opted not to penalize hospitals under the HAC program for FY 2023, but penalties resume in FY 2024, with 25% of hospitals nationally subject to a 1% payment penalty. The RRP evaluates readmissions for six medical conditions, with hospitals subject to penalties of up to 3% that is applied to Medicare inpatient payments for all FFS discharges. The latest FY 2024 estimates indicate 66 Michigan hospitals will be subject to a $12 million RRP penalty, with 24 hospitals subject to a $9.5 million HAC penalty. Members are encouraged to register for the RRP and HAC webinar.

When stakeholders gather to discuss community vitality, the health and wellbeing of the community is not only about access to safe, affordable healthcare, but about non-medical health influences that have an impact on the community. Hospital and health system trustees have powerful voices because they represent views of both the hospital and business, and understand both are needed for community vitality.

Webinar Outlines Practices to Re-engage Patients and Families in Care

Fractured social contracts in today’s world have changed the healthcare landscape and culture. There is a convergence of patient consumerism and digital transformation happening, and those who focus on patient-centered care and person and family engagement will effectively transform experiences, deliver better clinical outcomes and set the standard for healthcare.

The webinar participants will hear research supporting person- and family-centered care and its impact on numerous measures of hospital performance, including safety, finances, health equity and satisfaction. The webinar will also examine PFE Roadmap recommended policies and procedures that build care relationships for the betterment of patients and healthcare staff and learn how to use the PFE Roadmap Assessment Tool to identify and resolve issues around PFE adoption.
