Final Rules Released on FY 2020 Post-acute Care Prospective Payment Systems

The Centers for Medicare & Medicaid Services (CMS) recently released final rules to update the Medicare fee-for-service prospective payment systems (PPSs) for skilled nursing facilities (SNFs), inpatient rehabilitation facilities (IRFs), and inpatient psychiatric facilities (IPFs) for fiscal year (FY) 2020, which begins Oct. 1, 2019.           

  • Highlights of the final rule regarding SNFs include a 2.3% net marketbasket increase, two new process measures for the FY 2022 SNF Quality Reporting Program (QRP), and the implementation of the new patient-driven payment model (PDPM), which will adjust Medicare payments based on each component of a resident’s care. The CMS did not finalize its proposal to require the reporting of patient assessment data for all SNF residents, regardless of their payer. Learn more about the SNF rule.
     
  • Highlights of the final rule regarding IRFs include a 2.5% net payment increase, revising the marketbasket to reflect more current data, updating the IRF wage index to use the concurrent fiscal year inpatient PPS wage index data, finalizing two new process measures for the IRF QRP and adopting new standardized patient data elements.   • Highlights of the final rule regarding IPFs include a 2% net increase in the per diem base rate, revision of the marketbasket to reflect more current data, a change to use the concurrent inpatient hospital PPS wage index data for IPFs, an increase in the labor-related share of the rate and adoption of the Medication Continuation Following Inpatient Psychiatric Discharge (National Quality Form #3205) claims-based measure.
