House Approves Health and Human Services Budget Proposal

Michigan capitol buildingThe Michigan House of Representatives approved the state health and human services fiscal year (FY) 2020 budget June 12. In approving the budget, the House offered no amendments to the proposal initially reported May 14 by the House Appropriations Subcommittee on Health and Human Services. The House’s version of the budget contains provisions that will improve access to care in rural areas of the state and awaits reconciliation with the budget proposals of the Senate and governor.

Due to MHA advocacy efforts, the House budget includes a one-time appropriation of $15 million in general fund revenue to support Michigan’s 37 critical access hospitals (CAHs). Combined with federal matching funds, this $15 million appropriation would provide $41.7 million that would be used to increase payment for services provided to Medicaid beneficiaries in CAHs to match that for urban hospitals.

The House budget also retains current year funding for the Rural Hospital Obstetrical Stabilization Pool, restoring $3 million that was cut in the governor’s executive recommendation.

Several other notable provisions from the subcommittee’s proposal were retained in the House budget, including the MHA Board-supported multiyear budget agreement and full funding for the increased state match requirements for the Healthy Michigan Plan.
