Hospital Action Needed by Oct. 1 to Continue Medicaid DSH Payments

In early September, the Medical Services Administration (MSA) released correspondence regarding the disproportionate share hospital (DSH) eligibility form for fiscal year (FY) 2019. Hospitals are required to complete and return the form, which is available through the DCH file transfer site as part of the Michigan Medicaid Forms. The form should be returned to the MSA, using the file transfer site, no later than Oct. 1, 2018. Failure to return this form by the deadline will result in hospital forfeiture of all Medicaid DSH payments for FY 2019.

In addition, the MSA released correspondence requesting that hospitals submit aggregate hospital rate adjustment (HRA) payment data for state FY 2017 for use in calculating FY 2017 Step 2 DSH limits. HRA payments should include the managed care component of the rural access pool and obstetrical stabilization pool payments, which were distributed as part of the HRA process.

To assist hospitals with this request, the MHA recently summarized regular HRA payments, Healthy Michigan Plan HRA payments and psychiatric HRA payments by hospital for FY 2017. Hospitals should note that there are no psych HRA payments relating to the Healthy Michigan Plan. This data is needed for state FY 2017, regardless of the hospital’s fiscal year-end, and is due to the MSA by close of business Oct. 1.
